ESSENTIAL JOB FUNCTIONS: Works under the direction of the Employee Engagement Compliance Manager to coordinate city-wide activities of the On-The-Job Injury Program (OJI) including day-to-day contact with the City’s Third-Party Administrator (TPA), OJI Provider Panel, Nurse Case Manager, OSHA Coordinators and other parties involved with this program. Ensures compliance with the Occupational Safety & Health Act of 1970 (OSHA) and applicable laws and regulations regarding workers’ compensation. Provides primary assistance to manager in addressing OJI procedural or technical issues. Reviews OJI denials and OJI-related requests, such as appeals and extensions, and recommends whether it is denied or reversed for approval. Leads staff in processing OJI information to ensure compliance with City policies. Develops and provides training in all areas relating to the OJI program. Monitors lost time claims and identifies modified duty positions. Reviews OJI claims to determine if investigation is needed. Serves as the subject matter expert on all OJI requests/cases and coordinates the activities of the TPA and Nurse Case Manager. Facilitates claim review, status, and hearing and appeals meetings. Ensures the timely processing of OJI claims. Develops, coordinates, and implements on the job injury procedures, policies, forms and methods of proper record-keeping. Reviews and analyzes all death claims and recommends final disposition and coordinates all approved with appropriate insurance company. Reviews invoices submitted from third party vendors and provides reports to track monthly OJI expenditures. Works frequently with the Leave of Absence Office regarding employee concerns. Ensures compliance with third party vendor contracts and coordinates Request for Proposals (RFP) process for all OJI vendors. Updates and maintains the City’s OJI/HHL (Heart Hypertension Lung) panel of physicians to ensure medical care per utilization guidelines and policies and procedures. Monitors the City’s OJI Pharmacy program and expenditures. Assists the Retirement team in coordinating all activities relating to the administrative hearings of contested cases arising from the City’s retirement plans. Reviews records and applications for Disability Pension applications to make determinations if additional investigation or examinations are necessary.

OTHER FUNCTIONS:

1. Serves on various related boards and committees. 

2. Perform additional functions (essential or otherwise) which may be assigned.

TYPICAL PHYSICAL DEMANDS: Requires the ability to communicate effectively both orally and in writing with staff, management, outside attorneys and the general public regarding claims possibly under stressful conditions. Requires the ability to operate basic office equipment such as a personal computer and related software.

TYPICAL WORKING CONDITIONS: Work is performed in an office environment which involves contact with the staff and management. Occasionally travel to various worksites across the city for meetings and worksites regarding leaves.

MINIMUM QUALIFICATIONS: Bachelor’s degree in Business Administration with an emphasis in Human Resource Management or a related field and five (5) years professional experience working in human resources; or any combination of experience and training which enables one to perform the essential job functions. Working experience in insurance claims, worker’s compensation, OJI claims administration preferred.

Proof of residence will be required at the time of hire. As defined by Tennessee House Bill 105, "first responder means paid, full-time law enforcement officers, firefighters, and emergency medical personnel and dispatchers of law enforcement, fire and emergency medical service departments."
