MINIMUM QUALIFICATIONS: Bachelor’s degree in Business Administration, Communications, Emergency Management, Public Administration, Criminal Justice, Public Safety, or a closely related field required and eleven (11) years of progressively responsible experience in emergency communications, with six (6) of the eleven (11) years in a supervisor capacity; or any combination of experience and training which enables one to perform the essential job functions. Must possess and maintain a valid driver’s license as a condition of employment. Master’s degree preferred.

SPECIAL REQUIREMENTS: Must possess and maintain the following certifications or attain within six months as a condition of continued employment:

  • Tennessee Information Enforcement System (TIES) and National Crimes Information Center (NCIC)
  •  Emergency Medical Dispatch (EMD) certification
  •  Tennessee Peace Officer Standards and Training (POST) certification
  •  Cardiopulmonary Resuscitation (CPR) certification Must possess and maintain the following certification or attain within two years as a condition of continued employment:
  •  Association of Public Safety Communications Officials (APCO) certification
  •  Certified Public-Safety Executive Program (CPE) certification 


The City Charter requires that City Employees, with the exception of "first responders", must establish residence within Shelby County within six (6) months from their date of employment. Proof of residence will be required at the time of hire. As defined by Tennessee Senate Bill No. 29, "first responder" means paid, full-time law enforcement officers, firefighters, and emergency medical personnel.
