ESSENTIAL JOB FUNCTIONS: Works under the general supervision of a foreman of a paving crew in Street Maintenance. Assists superior in directing pavement areas to be cut out to ensure quality work in resurfacing. Ensures asphaltic mixtures brought to specified grade and depth. Tends bituminous distributor on rear of paving equipment. Tums screws on paver to regulate flow of material to attain required height of screed. Uses lute and rake to smooth joints, seams, and edges of paving mat. Assists workers in controlling the laying operation of paving machines. Directs dumping of asphalt into machines. Monitors distribution of asphalt mix over road surface to ensure uniform distribution. Operates and handles tools such as shovel and air 
hammer to cut or break up pavement. Loads and unloads materials, tools and equipment from trucks. Digs, spreads, and levels material or dirt using shovel. Uses air hammer to break out concrete and asphalt. Uses chain saw and hand saw to remove trees from road right of way. Lifts, carries, and holds materials, tools, and supplies to various work sites. Assists with traffic control by providing manual directions such as operating arrow boards and traffic flow at specified locations if assigned. Assists in training other workers in activities associated with street construction such as to manually rake and lute asphalt, tend tool heaters and asphalt kettles, cut out heaves and other preparatory work prior to resurfacing. Cleans tools and equipment with appropriate cleaning solvents.
OTHER FUNCTIONS: 1. Performs additional functions (essential or otherwise) which may be assigned.
TYPICAL PHYSICAL DEMANDS: Requires the ability to traverse uneven surfaces, across ditches and wooded areas. Requires bending, climbing, pulling, crouching, reaching and lifting items such as manhole covers 50lbs. or up to 100lbs. with assistance. Requires the ability to operate assigned equipment and hand tools such as portable cement mixer, jack hammer, hatchet, ax, asphalt lute, shovel, and pneumatic and hydraulic tools such as pavement breaker and chain/ pavement saw. Must be able to operate a motor vehicle. Must be physically able to cope with heat from both hot mix asphalt and outdoor temperatures.
TYPICAL WORKING CONDITIONS: Majority of the work is performed outdoors. May be exposed to hot bitumen, dust, fumes and changing weather conditions, including peak summer temperatures. May be exposed to noise and traffic. 

MINIMUM QUALIFICATIONS: Must have the ability to understand and carry out written and verbal instructions. Must have six (6) months experience in asphalt street paving, asphalt maintenance and asphalt repair including parking lots; or any combination of experience and training which enables one to perform the essential job functions. Must demonstrate proficiency as an Asphalt Luteman (Tier 1) after probationary period to test into Asphalt Screwman (Tier 2) classification. Employee will initiate this process by making a written request that a field test be administered. Must possess a valid driver's license.

Proof of residence will be required at the time of hire. As defined by Tennessee House Bill 105, "first responder means paid, full-time law enforcement officers, firefighters, and emergency medical personnel and dispatchers of law enforcement, fire and emergency medical service departments."
