ESSENTIAL JOB FUNCTIONS: Works under the general direction of the Land Development/Budget Sr. Administrator to assume a strategic role in the overall financial management for the division. Manages the day-to-day financial operations of the division by implementing, supervising, and monitoring financial-related activities for accounting, finance, forecasting, strategic planning, and job costing. Prepares a monthly operating budget status report for all department managers. Develops, implements, and maintains a comprehensive job cost system and budget process. Conducts cost savings analysis to promote efficiency in the division’s operations and provides personnel/cost data to assist in budget planning. Monitors and reviews administrative practices within and across all service centers to promote efficiency in operations including reviewing requests for expenditures and administering division policies and procedures. Performs Human Resources functions for the division including submitting requisitions for hire, change authorizations, job reviews, and other functions as requested. Prepares all personnel forms involving employee status and maintains divisional employee records. Oversees the personnel forms, hiring, and payroll, and monitors the division's complement. Oversees and monitors the preparation, selection process, and execution of all contracts for goods and services to promote cost savings and efficiency. Ensures reimbursement requests to the State are processed and documented properly. Directs the use of information systems across all service centers including reviewing needs and finding efficient solutions. Acts as liaison for the Engineering Division. Ensures proper training of all system users. Maintains inventory of the division’s hardware and software such as vehicles, machinery, and other equipment. Prepares and completes special projects including assisting in developing budgets, organizing quality initiatives, and participating in planning sessions. Manages staff responsible for design and construction contract documents, personnel and payroll duties and accounts payable and receivable duties for the division. Creates a variety of memoranda and reports by utilizing various computer applications. Interacts and communicates verbally and in writing with management, and other staff members on a variety of issues and concerns.

OTHER FUNCTIONS:

1. Performs additional functions (essential or otherwise) which may be assigned.

TYPICAL PHYSICAL DEMANDS: Must be able to communicate both orally and in writing with staff and management. Must be able to use office equipment such as computers, calculators and telephones. Requires some lifting and carrying objects such as case files, office supplies, etc. weighing up to 25 lbs.

TYPICAL WORKING CONDITIONS: Work is performed in an office setting. Some travel to meetings across the City may be required.

MINIMUM QUALIFICATIONS: Bachelor’s degree in Finance, Accounting, Business Administration or a closely related field and seven (7) years of professional experience with accounting, forecasting, and budget preparation with five (5) of the seven (7) years in a supervisory capacity; or any combination of experience and training which enables one to perform the essential job functions. Working experience with human resources and payroll preferred.

The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from date of Employment. Proof of residence will be required at the time of hire.
