ESSENTIAL JOB FUNCTIONS: Works under the general direction of the Engineering Administrator. Oversees the ongoing development, implementation, integrity, and effectiveness of the Stormwater and Industrial Monitoring programs and other regulatory programs as may be assigned.   Coordinates the administration of the Stormwater and Industrial Monitoring programs to reduce the environmental impact for City land, water uses and wastewater treatment systems, administers the MS4 program. Coordinates activities to improve environmental performance and negotiates permits, tracks regulatory issues and provides environmental recommendations to City management. Manages the administration of the stormwater fee program for the City of Memphis, assures fee date base accurately reflects the required parameters for billing and handles billing appeals. Performs as the effective supervisor and administrator of assigned staff including budget preparation and monitoring, purchasing, financial transactions, prioritizing and assigning work, performance management, employee relations, and related activities. Researches regulations and interacts with a variety of state and federal regulatory agencies, academic institutions or other organizations that may provide information, research, or guidance for program development and implementation. Provides analysis and guidance on current or proposed regulations in related environmental areas and conducts environmental assessments and compliance evaluations.  Reviews illegitimate discharge investigations and recommends and may initiate appropriate enforcement. Manages the environmental inspection/auditing process and delegates additional responsibilities. Generates reports and communicates inspection/audit findings to senior management, reviewing, and coordinating corrective or preventative action planning, and monitoring the status of actions. Educates and provides public outreach and response to inquiries from staff, citizens, community and elected officials and other governmental agencies. Implements the administration of the Storm Water and Waste Water Hearing Authority including but not limited to setting meetings dates, representing the City as technical expert and assuring Boards fulfill mandated duties.
 
OTHER FUNCTIONS:
1.       Performs additional functions (essential or otherwise) which may be assigned.
 

TYPICAL PHYSICAL DEMANDS:  Must be able to communicate clearly and effectively, both verbally and in writing. Requires the ability to use general office equipment such as a personal computer, telephone, and calculator.
 
TYPICAL WORKING CONDITIONS:  Majority of work    is performed in an office environment, except during on-site visits to various work environments. Requires contact with employees at all levels of City government including division directors/administrators/managers.
 
Bachelor's of Science Degree in Civil or Environmental Engineering and eight (8) years professional experience in environmental engineering with six (6) years of the eight (8) years in a managerial capacity or any combination of training and experience which enables one to perform the essential job functions.  License to practice engineering in the State of Tennessee, or demonstrated ability to obtain within six (6) months required.  Master's of Science Degree in Civil or Environmental Engineering preferred. 

The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from date of Employment. Proof of residence will be required at the time of hire.
