ESSENTIAL JOB FUNCTIONS: Works under the general direction of assigned manager to manage the general grant functions for the city and special projects for the division. Directs and leads the recording of all federal, state, and local grants in accordance with the City’s accounting policies and procedures, and related governmental accounting standards. Maintains the financial reporting system to provide reports on the City’s financial position and results of grant operations to management and to the users within the divisions. Provides work direction, assignment of duties, evaluation of work performance, and discipline of grants accounting, compliance, and project staff. Provides strategic consulting support to the division’s operational and financial staff to ensure access and understanding. Presents updates and changes regarding major federal and state grant funding to the division personnel or council. Ensures expenditures for grant budgets and contracts are monitored and all reporting is prepared to maintain compliance. Develop strategies to improve the efficiency of the City’s grant administration. Interprets policy and provides staff direction on the implementation of grant policies and procedures. Provides oversight to ensure proper administration of grants awarded throughout the life of the grant are in accordance with applicable regulations and policies. Collaborates with divisions to achieve project deliverables and meet the completion goals set by federal and
state grantors. Conducts regular status meetings, maintains a grant documentation repository, and fosters clear communication among multiple grant projects. Manages the accounting and reporting of grant funds to ensure compliance with financial requirements for the grants including the reporting required for the Single Audit grant schedules included in the City’s annual report. Coordinates special projects, including but not limited to coordination
of the departmental wide policy and procedural updates, financial system implementation and enhancements. Serves as the point person for all special projects assigned by upper management. Maintains current knowledge of governmental accounting standards as promulgated by the Governmental Accounting Standards Board (GASB) and ensures that the City is in compliance with required standards and that new standards are implemented within the required time period.
OTHER FUNCTIONS: Performs additional functions (essential or otherwise) which may be assigned.
TYPICAL PHYSICAL DEMANDS: Primarily desk work. Requires the ability to communicate clearly, both verbally and in writing with management, staff and external auditors. Requires the ability to use general office equipment, such as personal computers, calculators and telephones.
TYPICAL WORKING CONDITIONS: Majority of work is performed in an office environment.
MINIMUM QUALIFICATIONS: Bachelor’s degree in Business, Accounting, Finance or closely related field and ten (10) years professional experience in financial management with eight (8) of the ten (10) years in a supervisory capacity; or any combination of experience and training which enables one to perform the essential job functions. CPA or CMFO preferred. Knowledge of Microsoft operating systems is highly desirable. Governmental or non-profit accounting experience preferred. Oracle Financials experience a plus.
