GIS Technical Analyst
ESSENTIAL JOB FUNCTIONS: Works under the general supervision of the GIS Mapping Manager in coordinating technical functions and implementing projects or services involving Geographic Information System (GIS) and/or Computer Aided Design (CAD) systems and software dealing with mapping and property planning activities. Maintains and develops the geospatial GIS and CAD components. Produces, develops, and maintains high-quality maps from GIS and CAD including charts, models, and reports for presentations and recording keeping. Analyzes, captures, edits, and converts mapping data into GIS format to ensure metadata is compliant with all government regulations and standards. Creates, maintains, and updates databases and spatial data using thematic mapping techniques, geography, graphics, aerial and satellite data to correspond with design drawings, specifications, and plans. Maintains map collections using GIS and CAD digitization. Receives and responds to requests for GIS and CAD technical support. Utilizes Global Positioning System (GPS) or wireless GIS system to collect, monitor, or verify the accuracy of demographic data and property information. Receives, updates, and maintains all City of Memphis' maps relative to new subdivisions, developments, zoning requirements, and other projects. Installs, reviews, and maintains desktop software and spatial database connections related to GIS in conjunction with the Information Systems (IS) division. Conducts mapping research to ensure accurate data is received and entered. Takes digital photographs at various properties to document and verify survey and computer data as required. Creates and prepares a variety of correspondence, proposals, memoranda, and other written documents by utilizing various computer applications. Interacts and communicates verbally and in writing with management and staff on a variety of issues and concerns dealing with GIS, mapping, and property planning activities.
OTHER FUNCTIONS:
1. Assists in maintaining data quality assurance/quality control procedures and standards.
2. Performs additional functions (essential or otherwise) which may be assigned.
TYPICAL PHYSICAL DEMANDS: Must be able to communicate clearly both verbally and in writing. Requires the ability to operate specialized technical and general office equipment such as a computer, copier, telephone, software and systems databases to include CAD and GIS. Requires the ability to lift and carry materials (approx. 30 lbs.) such as video equipment and cameras. Requires the ability to read GIS related maps and drawings. Requires traversing uneven land when conducting on-site visits throughout the City.
TYPICAL WORKING CONDITIONS: Work is performed in an office environment. Travels occasionally to other site locations throughout the City for mapping inspections and property activities. May be exposed to changing weather conditions, traffic, noises, fumes, weeds, and insects.
Bachelor's degree in Geography, Computer Science or related field and four (4) years' professional experience in utilizing GIS and/or CAD software and related mapping techniques; or any combination of experience and training which enables one to perform the essential job functions. Working experience using Environmental Systems Research Institute (ERSI) software preferred. GIS or CAD Professional Certification preferred.

Bachelor’s degree in Geography, Computer Science or related field and four (4) years’ professional experience in utilizing GIS and/or CAD software and related mapping techniques; or any combination of experience and training which enables one to perform the essential job functions. Working experience using Environmental Systems Research Institute (ERSI) software preferred. GIS or CAD Professional Certification preferred.
The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from date of Employment. Proof of residence will be required at the time of hire.
