ESSENTIAL JOB FUNCTIONS

Works under the direction of the assigned manager to provide human resources leadership and strategic guidance to planning and directing all aspects of human resource functions. Acts as the point of contact for labor relations as needed. Maintains and updates division work rules as required. Communicates to active employees and retirees to ensure human resource priorities and initiatives are communicated in a consistent manner. Interprets and communicates the correct application of city policies in compliance with federal and state laws. Coordinates with service departments to assist employees with retirement, pension, medical, dental/vision coverage concerns or claims issues to ensure an effective resolution. Designs and oversees execution of strategies, initiatives, action plans and processes in the administration of the internal hiring process, payroll and benefits administration, employee relations, compensation and safety. Provides human resources leadership for initiatives impacting employees in assigned locations. Develops the strategic direction of various programs, practices and procedures supported by division service centers in conjunction with the city policies which provides information related to employment, careers and educational opportunities to the public. Analyzes trends and metrics that impact hiring, employee relations issues, leadership development programs and attrition. Administers the FMLA and OJI claims process. Addresses with management compensation parity, equity issues, promotions, and employee relations issues. Handles disciplinary matters as needed. Conducts internal investigations by evaluating information and outlining the findings to make recommendations. Collaborates with other departments regarding organizational structure of assigned division. Provides written synopsis of employee-related issues that require external investigation. Conducts exit interviews on all voluntary resignations and retirements as needed. Travels to various worksites to conduct or attend meetings, training sessions, seminars, or investigations. Partners with external organizations to review changing federal regulations related to employment.

Serves as a member of assigned committee as needed. Performs additional functions (essential or otherwise) which may be assigned.

 

TYPICAL PHYSICAL DEMANDS

Must be able to communicate clearly both verbally and in writing. Requires the use of office equipment such as personal computer, calculator, telephone, and copier. Requires the ability to lift and carry objects up to approximately 15 lbs. Requires the ability to operate an automobile.

TYPICAL WORKING CONDITIONS

Work is performed in an office environment. Some evenings and weekends may be required. Requires frequent travel to various locations throughout the city and local travel to meetings, branch locations and out of town may be required.

MINIMUM QUALIFICATIONS

Bachelor’s degree in Business Administration, Public Administration, Human Resource Management or a related field, with seven (7) years of professional experience with five (5) of the seven (7) years in a supervisory capacity in Human Resource Management with or any combination of experience and education which enables one to perform the essential job functions. Working experience in training facilitation, report development and analysis preferred. HR Certification preferred. Working experience using Microsoft Office applications and Oracle are required. Must possess and maintain a valid driver’s license as a condition of continued employment.

Proof of residence will be required at the time of hire. As defined by Tennessee House Bill 105, "first responder means paid, full-time law enforcement officers, firefighters, and emergency medical personnel and dispatchers of law enforcement, fire and emergency medical service departments."
