ESSENTIAL JOB FUNCTIONS: Works under the general direction of an assigned manager to identify and address education gaps with staff and program participants. Develops educational aids and materials to enhance professional and personal development. Plans various employee learning and development events. Designs and implements curriculum-based learning for after school programs. Coordinates the planning and execution of various projects in the Memphis Office of Youth Services. Develops and maintains training needs for teams and individuals. Conducts research or surveys to determine the effectiveness of training provided. Tracks trends and makes recommendations to improve effectiveness of programs. Consults with management or program leaders to determine action plans to implement or suggest changes. Works with management to develop short- and long-term strategies for the department. Works with program leaders to develop goals and tools to implement for specific programs. Ensures that the staff has the required tools and skills to perform their jobs and support the department’s mission. Prepares various training-related reports as required. Ensures that the training materials used are in compliance with the division’s standards and goals. Prepares management and board level reports on training efforts. Keeps abreast of new training methods and techniques to implement. 


OTHER FUNCTIONS:
1. Performs additional functions (essential or otherwise) which may be assigned.


TYPICAL PHYSICAL DEMANDS: Must be able to communicate clearly both verbally and in writing. Requires the ability to operate general office equipment such as computer and telephone.


TYPICAL WORKING CONDITIONS: Work is performed in an office environment.

MINIMUM QUALIFICATIONS: Bachelor’s degree in Human Resources, Education or a related field and (5) five years of professional experience performing human services, social work, or counseling functions; or any combination of experience and training which enables one to perform the essential job functions.  Working experience with employee training and development strongly preferred. 

The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from date of Employment. Proof of residence will be required at the time of hire. The City Charter requires that City Employees, with the EXECEPTION of “first responders”, must establish residence within Shelby County within six (6) months from their date of Employment. Proof of residence will be required at the time of hire. As defined by Tennessee House Bill 105, "first responder means paid, full-time law enforcement officers, firefighters, and emergency medical personnel and dispatchers of law enforcement, fire and emergency medical service departments."
