ESSENTIAL JOB FUNCTIONS 
Works under the direction of the Library Board of Trustees and serves as the Chief Administrative Officer for the Library.  Plans, guides and directs policies and programs in accordance with the mission and work of the Library system as required by ordinance mandates and directives of the Library Board of Trustees.  Executes contracts, grants, and commitments on behalf of the Library as authorized by the Board.  Ensures that Board members are fully informed of the conditions, operations, and directions of the system.  Gives guidance to Board members and other officials concerning Library goals, programs, publications, budgets and legal responsibilities.  Serves as the Library’s liaison between staff and the Board. Provides staff support to Board activities as necessary.  Hires administrative staff in functional areas.  Supervises administrative staff to facilitate their growth, development, performance and productivity.  Establishes staff performance standards, performance reviews, and competitive salary structures and programs. Delegates operational activities and responsibilities and provides support and guidance as needed.  Develops procedures and activities for day-to-day operation to achieve annual goals.  Establishes the organizational structure for Library Services designed to support effectiveness and efficiency.  Evaluates programs, services, and staff effectiveness.  Works with other officials and organizations to promote the library’s policies, goals and objectives, ensure the fulfillment of the library mission, and enhance the position of the organization in the community.  Plans and recommends new directions for the system based on market research, changes in management of not-for-profit and/or municipal government agencies, changes in international, national, regional and local trends, changes in technology and/or constituency, and needs of the community.  Maintains effective relationships with other organizations.   Develops, recommends, and seeks approval for a multi-year central and branch library capital development (new construction and renovation) plan and budget.  
Functions as leader of an administrative team which emphasizes commitment to the welfare of the system through dedication, self-direction and contribution of expertise by all its members.  Serves as the final management authority within Library Services.  Serves as the liaison with local, municipal, county, state and federal government concerning capital development issues.  Travels to attend meetings at various locations throughout the City.

TYPICAL PHYSICAL DEMANDS 

Must be able to communicate clearly both verbally and in writing with management, staff members, clients, and the general public.   Requires the ability to operate general office equipment such as a personal computer and telephone.  Must be able to lift and carry objects weighing up to 40 lbs.  Requires the ability to operate an automobile to travel to meetings throughout the City.

TYPICAL WORKING CONDITIONS 

Work is performed in an office environment and involves contact with management, staff members, and the general public.  Travel to various locations throughout the city will be required.  Some evening and weekend work required.  

MINIMUM QUALIFICATIONS

Master’s degree in Library Science from an ALA accredited library school with at least ten (10) years of  experience in a public library setting and at least five (5) years of significant management experience; or any combination of experience and training which enables one to perform the essential job functions. Experience in both branch and main libraries preferred.  Formal training in management and administration is preferred.  Must have working knowledge of computer software programs including Microsoft Office.  Must possess and maintain a valid driver license as a condition of continued employment.

The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from date of Employment. Proof of residence will be required at the time of hire. The City Charter requires that City Employees, with the EXECEPTION of “first responders”, must establish residence within Shelby County within six (6) months from their date of Employment. Proof of residence will be required at the time of hire. As defined by Tennessee House Bill 105, "first responder means paid, full-time law enforcement officers, firefighters, and emergency medical personnel and dispatchers of law enforcement, fire and emergency medical service departments."
