ESSENTIAL JOB FUNCTIONS: Works under the general direction of the Director of Memphis Parks to manage, plan, and evaluate the division’s strategic goals, internal operations, and public-facing services. Oversees internal business functions including human resources, payroll, budget, finance, risk management, contract compliance, safety, and project management. Oversees implementation of Commission for Accreditation of Park and Recreation Agencies (CAPRA) standards. Manages Park and facility maintenance, capital improvement projects, and service delivery through parks, community centers, senior centers, aquatic facilities, athletic facilities, golf courses, and other recreational venues. Leads the planning and evaluation of public programs including golf, tennis, aquatics, athletics, youth, adult, family, and senior services. Develops and implements standards for customer service and operational excellence. Identifies needs for new or continued programs and oversees implementation. Collaborates with Division leadership to develop, review, and manage annual budgets for assigned service centers. Reviews and/or prepares reports and monitors adherence to adopted budgets. Ensures compliance with all applicable laws, regulations, and reporting requirements from external agencies. Serves as liaison to managed partners operating City-owned assets under the Memphis Parks’ jurisdiction. Manages multi-year agreements and City support for partnerships. Represents the Division at City Council meetings and other board appointments and public outreach as needed. Leads special projects and initiatives that advance the mission and goals of Memphis Parks. Ensures the Divisions' operations follow City policy and procedures, including the most recently adopted Memphis Parks Master Plan and Strategic Plan. Conducts site visits and attends meetings across the city to support Division initiatives. Acts in capacity of Parks Director in the absence of Parks Director.

TYPICAL PHYSICAL DEMANDS: Requires the ability to effectively communicate orally and in writing. May be required to travel to offsite meetings in various locations throughout the City.
TYPICAL WORKING CONDITIONS: Majority of work is performed in an office environment. Outdoor activities will be conducted in a variety of off-site settings during seasonal activities or special events. Must be on-call 24 hours a day. Work schedule may include weekend and evening hours.
MINIMUM QUALIFICATIONS: Bachelor's Degree in Parks & Recreation, Business Administration, Business Management, Public Administration or related field and seven (7) years' experience as a Senior Manager or Administrator in Park or Recreation Services; or any combination of experience and training which enables one to perform the essential job functions.
The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from the date of employment. Proof of residence will be required at the time of hire.
