ESSENTIAL JOB FUNCTIONS: Works under the general direction of the Community Affairs Deputy Director to implement and coordinate the daily operations of the Opportunity R3 (OR3) Program and other programs to promote opportunities for the youth. Ensures efficient management of challenges, growth, and evaluation of all department programs. Designs, develops, and implements effective methods and techniques for growth and improvement. Serves as the liaison between direct and indirect service groups to successfully match services to OR3 and its participants. Documents and reports problems and concerns regarding staff and participants to management. Trains staff in database usage and functionality. Leads team on special projects and outreach efforts. Implements best-practice theories and create new strategies for program growth and evaluation. Identifies and establishes partnerships for networking such as shadowing, employment, and education opportunities. Assists with managing the program budget and maintain financial records. Leads team meetings, trainings, and collaboration with other City of Memphis departments for the betterment of services and/or professional development. Collects and manages timesheets and time away requests. Travels to attend workshops and other outreach events throughout the city. Conducts coaching sessions as well as custom group coaching sessions for participants. Evaluates participates performance by developing several methods of employee assessments. Determines and recommends solutions to improve work related processes.

TYPICAL PHYSICAL DEMANDS: Must be able to communicate clearly both verbally and in writing. Requires the ability to operate general office equipment such as a personal computer and telephone. Requires the ability to operate an automobile. Requires some lifting and carrying objects such as office supplies weighing up to 15 lbs.
TYPICAL WORKING CONDITIONS: Majority of work is performed in an office environment. Requires travel to other site locations throughout the city.

MINIMUM QUALIFICATIONS: Bachelor’s degree and five (5) years professional experience in community affairs and administrative services; or any combination of experience and training which enables one to perform the essential job functions. Must possess and maintain a driver’s license as a condition of continued employment. Working experience with Microsoft Office suite is strongly preferred.


The City Charter requires that City Employees, with the exception of "first responders", must establish residence within Shelby County within six (6) months from their date of employment. Proof of residence will be required at the time of hire. As defined by Tennessee Senate Bill No. 29, "first responder" means paid, full-time law enforcement officers, firefighters, and emergency medical personnel.
