ESSENTIAL JOB FUNCTIONS:   Works under the general direction of the Deputy Comptroller of Payroll.  Ensures accurate payroll calculations and seamless processing of each payroll cycle. Monitors, administers and coordinates the City of Memphis and Memphis Public Library’s pension payroll funds including performing pension calculations, processing payroll, and preparing and disseminating financial reports.  Interprets various pension ordinances and collaborates with vendors to identify appropriate pension funds available for Library retirees and beneficiaries. Maintains payroll system to provide for accurate processing and reporting of all payroll and related deductions and employee benefits. Processes employee final pay calculations and adjustments. Balances and archives all payments to Accounts Payable.  Generates/runs the process for the printing of checks and uploading the electronic Automated Clearing House (ACH) file to the bank for Active and Pension Payrolls. Obtains employee files, necessary paperwork and required approvals from the Benefits Office in order to calculate pension and deferred retirement option plan (DROP) payments upon retirement of active employees. Researches payroll records for other pay amounts such as college and longevity incentive pay, shift differential, out of class pay, etc. to incorporate in final pay calculations for pension amounts and DROP benefits determinations. Enters, balances, verifies and processes each semi-monthly Pension payroll and bi-weekly Active payroll in a timely manner. Answers questions and confers with divisions representatives regarding the status of payroll transactions and researches employee payroll issues.  Responds to inquiries from active employees, retirees, lawyers, court officials, IRS and other agencies regarding payroll payments, withholdings, insurance, and other information. Monitors retiree roster to eliminate recipients who are no longer eligible for the City’s or the Memphis Public Library’s pension plans and DROP benefits. Tests payroll processes after the installations of system patches, tars, upgrades, or enhancements. Runs and reviews validation reports for time entry accuracy. Assists in troubleshooting processes to resolve payroll, systems and time entry issues. Develops standard operating practices (SOPs) in processing payroll. Conducts city-wide payroll training for timekeepers and pension seminars as needed. Enters retirees personal and pension data such as address, city, and state, deductions such as Federal Income Tax (W-4 information), Insurance, IRS Levies, child support, wage earners, credit union, union dues and insurances.  Determines the terminated employee’s total pension contribution, coordinates the verification of rollover funds with external financial institutions by researching vendor numbers and setting up vendor numbers with Accounts Payable and processes and distributes pension refunds checks. Processes and downloads files from Oracle Checkwriter to upload, transfer, and print pension checks, pension replacement checks, and pay stubs. Generates and uploads files for City of Memphis Credit Union, AFLAC, and Colonial Insurance deductions for active employees, retirees and beneficiaries. Coordinates the timely delivery and distribution of computer reports and magnetic tapes to the State and Federal authorities in order to ensure compliance with Federal rules and regulations.

 
OTHER FUNCTIONS:   
  1. Performs additional functions (essential or otherwise) which may be assigned.
 TYPICAL PHYSICAL DEMANDS: Requires the use of equipment such as computer terminal, printer, calculator, telephone and fax machine.  Must be able to effectively communicate orally and in writing with management, staff, vendors and City Officials.  Must be able to lift boxes of files up to 20 lbs.  
 
TYPICAL WORKING CONDITIONS:  Work is performed in an office environment.

Bachelor’s degree in Accounting, Finance or related field and five (5) years experience in payroll; or any combination of experience and training which enables one to perform the essential job functions.  Working experience in automated payroll processes and initiating computer data files for payroll changes, inputting, and processing preferred.

 

The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from date of Employment. Proof of residence will be required at the time of hire.
