Smart Fiber Permit & Field Coordinator (2 Openings)
ESSENTIAL JOB FUNCTIONS: Works under the general supervision of the Land Development Manager in the Engineering Division to administer and process Smart Fiber-related permits for the City of Memphis. Evaluates, enters and processes Smart Fiber permit request into the system to ensure compliance with city and engineering standards. Monitors the status and progress of issued permits. Utilizes various computer applications to generate detailed project status reports, financial summaries, and track the progress of issued permits. Oversees daily activities, reviews inspectors' reports and monthly payrolls for accuracy and completeness. Coordinates field changes with Smart Fiber inspectors to ensure smooth operations and accurate implementation of updates. Conducts on-site meetings and provides guidance on permit-related issues. Acts as a liaison between contractors, property owners, and internal stakeholders to resolve problems. Interprets blueprints, explains right-of-way agreements, and provides clarity on construction regulations. Travels to attend various meetings, businesses and worksites across the city. Prepares and distributes correspondence, memoranda, and reports to various internal departments. Inspects worksites to ensure proper execution of permits and adherence to city standards.

TYPICAL PHYSICAL DEMANDS: Must be able to communicate clearly both verbally and in writing. Requires the ability to operate general office equipment such as a personal computer and telephone. Requires the ability to operate an automobile.
TYPICAL WORKING CONDITIONS: Majority of work is performed in an office environment which involves contact with the staff and management. Requires travel between building sites and to various meetings, offices, and other locations.
MINIMUM QUALIFICATIONS: Bachelor’s degree in Engineering, Construction and/or Business Management and six (6) years’ experience in infrastructure construction, and/or administrative experience related to permitting, fiber installation or fiber design with four (4) of the six (6) years in a supervisory capacity: or any combination of experience and training which enables one to perform the essential job functions. Must possess and maintain a valid driver’s license as a condition of continued employment. Engineer in training certificate preferred. Project management certificate preferred.
The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from date of Employment. Proof of residence will be required at the time of hire. As defined by Tennessee House Bill 105, "first responder means paid, full-time law enforcement officers, firefighters, and emergency medical personnel and dispatchers of law enforcement, fire and emergency medical service departments."
