ESSENTIAL JOB FUNCTIONS: Works under the general supervision of assigned supervisor to support the implementation, and administration of total rewards (TR) programs, including compensation, benefits and retirement, position control maintenance, and employee leaves and wellness initiatives. Collaborates closely with payroll and other human resources (HR) areas to ensure seamless operations of all total rewards programs. Coordinates day-to-day administration of employee benefits programs, including health insurance, retirement plans, life and disability insurance, and wellness initiatives. Serves as a point of contact for employee inquiries related to benefits, including enrollment, eligibility, and claims processing. Assists in the preparation and execution of open enrollment processes, ensuring communication materials are clear and accessible. Helps maintain the city’s position control complement by reviewing and approving position transactions. Ensures that job descriptions are up to date and accurately reflect roles and responsibilities. Performs salary benchmarking and market analysis to ensure competitive pay practices. Supports supervisor to review and enhance total rewards programs based on employee feedback, participation rates, and market competitiveness. Collects and analyzes data on compensation, benefits, and wellness participation to assess the effectiveness of programs. Generates reports on total rewards program metrics, including cost analysis, employee satisfaction, and program utilization. Maintains accurate records of total rewards program activities. Keeps abreast of industry trends and best practices in total rewards and provides recommendations for program enhancements. 

OTHER FUNCTIONS: 

1. Assists with special projects as needed. 

2. Performs additional functions (essential or otherwise) which may be assigned. 

TYPICAL PHYSICAL DEMANDS: Must be able to communicate clearly both verbally and in writing with employees, management, and external vendors. Requires the ability to operate general office equipment such as a computer, telephone, and copier. 

TYPICAL WORKING CONDITIONS: Majority of work is performed in an office environment. May require extended hours during peak periods such as open enrollment.

MINIMUM QUALIFICATIONS: Bachelor’s degree in Human Resources, Business Administration, or a related field and four (4) years of experience in human resources, with a focus on total rewards, compensation, or benefits; or any combination of experience and training which enables one to perform the essential job functions. Working experience using Microsoft applications and ability to handle sensitive information with confidentially and professionalism preferred.


The City Charter requires that City Employees, with the exception of "first responders", must establish residence within Shelby County within six (6) months from their date of employment. Proof of residence will be required at the time of hire. As defined by Tennessee Senate Bill No. 29, "first responder" means paid, full-time law enforcement officers, firefighters, and emergency medical personnel.
