ESSENTIAL JOB FUNCTIONS Works under the general direction of an assigned VCIF Victim Services Supervisor in the Memphis Police Department (MPD) to provide day-to-day guidance and support to Victim Services Specialists. Ensures consistency in case handling and adherence to departmental protocols. Assists the Supervisor in monitoring case assignments, service delivery, and timeliness of victim engagement. Tracks and compiles service data, trends, and outcome reports to support program evaluation. Helps develop and update protocols, training materials, and outreach efforts. Ensures that services comply with Violent Crime Intervention Fund (VCIF), MPD, and Office of Criminal Justice Programs (OCJP) standards for victim-centered programming. Provides crisis intervention, emotional support, safety planning, and referrals to victims of crime. Accompanies victims to court hearings, forensic exams, and interviews, serving as a liaison between victims, investigators, and prosecutors. Offers information about victims’ rights, compensation, case updates, and criminal justice procedures. Responds to more complex or sensitive cases requiring advanced knowledge or experience. Provides orientation, informal mentoring, and on-the-job training to new Specialists. Facilitates collaboration with law enforcement personnel to ensure a trauma informed response to victims. Assists with developing and delivering presentations and outreach sessions to increase awareness of victim services. Participates in multidisciplinary teams, interagency meetings, and case briefings. Maintains thorough and accurate records, case notes, and reports in compliance with confidentiality and grant requirements. Supports the Supervisor in preparing composite reports and meeting programmatic deliverables.

1.               Performs additional functions (essential or otherwise) which may be assigned.

TYPICAL PHYSICAL DEMANDS:  Must be able to communicate clearly both verbally and in writing with management, staff members, and the public. Requires the ability to effectively manage crisis situations and make decisions independently.

TYPICAL WORKING CONDITIONS:  Work is primarily performed in an office. Some evening and weekend shifts may be required. Travel to various locations such as crime scenes, hospitals, shelters, and court proceedings as required. Exposure to emotionally distressing situations and content. Frequent interaction with diverse populations, including individuals in crisis, law enforcement personnel, and service providers.

MINIMUM QUALIFICATIONS:  Bachelor’s degree in Social Work, Criminal Justice, Psychology, Public Administration, or a related field and five (5) years of professional experience in human services with at least three (3) years in victim advocacy, case management, or crisis response; or any combination of experience and training which enables one to perform the essential job functions. Knowledge of trauma-informed care principles, victim rights, and criminal justice system procedures. Excellent interpersonal, communication, and crisis intervention skills.

PREFERRED QUALIFICATIONS: Bilingual in English and Spanish or other high-need language.

Experience working in law enforcement, government, or grant-funded victim services. Certification or formal training in victim advocacy or crisis response (e.g., National Advocate Credentialing Program or similar)


The City Charter requires that City Employees, with the exception of "first responders", must establish residence within Shelby County within six (6) months from their date of employment. Proof of residence will be required at the time of hire. As defined by Tennessee Senate Bill No. 29, "first responder" means paid, full-time law enforcement officers, firefighters, and emergency medical personnel.
