ESSENTIAL JOB FUNCTIONS:  Works under the supervision of a Neighborhood Improvement Administrator to manage the planning, development, implementation and operation of all Memphis City Beautiful program/projects. Develops, implements and evaluates, environmental education programs for the community at- large focusing on the importance of litter prevention, solid waste education, waste reductions practices, recycling, beautification and community involvement efforts. Manages personnel and resources by designing and implementing strategic plans and organizational goals to be aligned with the City's mission, vision, values and directives. Facilitates employee training, education, assignment of duties, evaluation of work performance, and provides discipline of assigned staff. Organizes volunteers, and other personnel for program tasks, educational outreach services, and special community projects. Facilitates community presentations on litter prevention, beautification, solid waste, landfill, waste reduction, recycling and other environmental education topics to a variety of age groups, using various educational techniques. Teaches and evaluates programs for groups with special needs.  Develops, designs, produces and edits publications and PSA such as brochures, manuals, reports, broadcasts, and newsletters. Responds to citizen calls from 311 Citizen's Service Center. Coordinates government outreach programs and projects specific to the City Beautiful Program. Prepares and maintains program documents for all programmatic correspondence, data collection, program documentation, and various reports like the bi-annual litter reports for Keep America Beautiful national organization. Travels to local and national conferences and community beautification meetings.

1.         Performs additional functions (essential or otherwise) which may be assigned.

TYPICAL PHYSICAL DEMANDSMust be able to communicate clearly both verbally and in writing.  Requires the ability to operate general office equipment such as a computer and telephone.  Requires ability to operate an automobile to make on-site visits. Must be able to traverse on various surfaces when conducting site visits.

TYPICAL WORKING CONDITIONS
Majority of work is performed in an office. Requires travel throughout the city to attend meetings. Possible exposure to dust, noise, heat, sounds and various weather conditions while conducting site visits.

MINIMUM QUALIFICATIONS:  Bachelor’s degree in Business Administration, Public Administration, or Communications with eight (8) years’ experience public policy, communications or related field. Must possess and maintain a valid driver’s license as a condition of continued employment.

The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from date of Employment. Proof of residence will be required at the time of hire. The City Charter requires that City Employees, with the EXECEPTION of “first responders”, must establish residence within Shelby County within six (6) months from their date of Employment. Proof of residence will be required at the time of hire. As defined by Tennessee House Bill 105, "first responder means paid, full-time law enforcement officers, firefighters, and emergency medical personnel and dispatchers of law enforcement, fire and emergency medical service departments."
