Code Enforcement Operations Manager
ESSENTIAL JOB FUNCTIONS: Works under the general direction of the Neighborhood Improvement Administrator. Manages the program of enforcement of Section 48 of the City of Memphis Residential Housing Ordinance, Vacant Property Registry (VPR) ordinance, Condemnation Procedures, and Used Tire ordinance. Plans, coordinates, and directs activities concerned with field inspections and special operations activities related to condemnation procedures, and investigation of properties in the City of Memphis. Directs activities of employees engaged in supervising employees in inspecting existing residential structures (single and multi-family), grounds, abandoned structures, condemnation properties, and abandoned automobiles for compliance with codes and regulations in the City and possible environmental code violations. Provides work direction, assignment of duties, evaluation of work performance, and discipline of assigned staff. Makes recommendations for department policies and operating procedures. Evaluates staff procedures on a continuous basis. Recommends and implements improvements where necessary. Interprets rules, policies, and procedures for staff members. Coordinates, plans, and assigns activities with other divisions with inter-related activities to ensure optimum efficiency. Provides program oversight for all inspections, investigations and presentations to Courts of appropriate jurisdictions. Communicates with various agencies to resolve any problems and to coordinate projects. Serves as a liaison on code enforcement issues to various City, County, State, Federal, and law enforcement agencies. Provides technical support to the Emergency Management Agency on damage assessment matters during natural or man-made disasters in Shelby County. Establishes and maintains a cooperative working relationship with employees, other department staff, management, vendors and contractors as necessary. Responds to problems in a tactful and expedient manner. Creates and prepares a variety of correspondence, memoranda and reports by utilizing various computer applications. Interacts and communicates verbally and in writing with general public, management, and other staff members on a variety of issues and concerns. Travels to various meetings and work sites for visual inspections of properties by driving throughout the City.
OTHER FUNCTIONS:
1. Assists with activities of inspections, investigators and property standards as needed.
2. Performs additional functions (essential or otherwise) which may be assigned.
TYPICAL PHYSICAL DEMANDS: Requires ability to inspect houses, grounds, and automobiles which may involve traversing on uneven ground and climbing under houses and in attics. Requires ability to communicate orally and in writing on code enforcement issues, including speaking in public. Requires ability to operate personal computer. Requires ability to operate automobile to make on-site visits to code enforcement zone offices/inspection sites and various City/County offices.
TYPICAL WORKING CONDITIONS: Work is performed in an office environment, except during on-site visits. Work involves contact with the public at times under stressful conditions. On 24-hour call for disaster related emergencies. Will frequently travel to meetings or sites across the City for visual inspection of properties. Outside work requires exposure to fumes, odors, dust, noise and all types of weather including heat, cold, rain, etc.
Bachelor's degree in Business Administration, Public Administration or related field and eight (8) years’ experience in code enforcement or housing inspection with six (6) of the eight (8) years in a managerial\supervisory capacity; or any combination of experience or training which enables one to perform the essential job functions. Must possess and maintain a valid driver’s license as a condition of continued employment.
