ESSENTIAL JOB FUNCTIONS: Works under the direction of the Housing Community Development (HCD) Administrator of Strategic Initiatives. Performs a wide variety of professional level duties in support of construction and real estate development projects undertaken by the division directly or with non-profit or private partners. Assists with project planning, setting goals, maintain meeting schedules, and monitoring regulatory compliance. Tracks expenditures and payments, monitors budgetary compliance, and assists in preparation of expenditure forecasts and periodic budget reports. Collects data from various sources (planners, engineers, construction companies, public and private agencies, on-site observations, etc.). Drives to various meetings and worksites utilizing personal or company vehicle. Compiles, analyzes, and reports data, including entering data and records into various accounting, project management, and federal compliance databases. Maintains files, records, and construction plans for department and individual projects. Assists with preparation and signature of contracts, contract amendments, and construction change orders. Prepares reports and presentations for division in Word, Excel, Adobe and PowerPoint.

MINIMUM QUALIFICATIONS: Bachelor’s degree in Engineering, environmental science or related field and a minimum of four (4) years’ of energy conservation, weatherization, renewable energy, construction trade, lead abatement, or related fields, of which at least two (2) years include supervisory experience. Must be organized, efficient in task management, and have excellent communication skills. Solid computing skills, Microsoft Office suite including advanced Excel, intermediate Outlook and Word. Must possess and maintain a valid driver’s license as a condition of continued employment.
The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from date of Employment. Proof of residence will be required at the time of hire.
