ESSENTIAL JOB FUNCTIONS: Works under the direction of an assigned manager to direct and supervise the work direction of grounds staff. Schedules assigned staff to canvass assigned areas to identify high grass and illegal dumping at vacant parcels to include hot calls for expedited inspections. Schedules assigned staff to pick up curbside trash/debris at vacant parcels, and any hot calls for expedited services. Monitors service requests to ensure that all citizen-reported requests are inspected in a timely manner. Ensures that assigned staff provide contractor support in a timely manner. Oversees the inspections of contractor performance and communicates with all contractors. Maintains data metrics for canvassing and pick-up activities and provides weekly and annual summary reports. Creates, monitors, and approves assigned staff work hours, schedules, and leave requests. Develops and maintains vehicle inventory and maintenance logs. Monitors and assesses the progress and effectiveness of the Vegetation Spray, Clean Pathways, and other departmental programs. Responds and provides excellent service to the citizen inquiries. Attends monthly community meetings and travels to worksites by driving.

OTHER FUNCTIONS:
1. Performs additional functions (essential or otherwise) which may be assigned.

TYPICAL PHYSICAL DEMANDS: Must be able to communicate clearly verbally and in writing. Requires the ability to operate general office equipment such as a personal computer and telephone. Requires the ability to operate an automobile.

TYPICAL WORKING CONDITIONS: Work is mostly performed in an office environment. Frequent travel to other site locations throughout the city by driving required. May be subject to noisy and inclement weather conditions. Requires the ability to traverse across uneven land to inspect work

MINIMUM QUALIFICATIONS: Bachelor’s degree in Business Administration, Operations Management or similar field and five (5) years of grounds experience with three (3) of the five (5) years in a supervisory capacity; or any combination of experience and training which enables one to perform the essential job functions. Must possess and maintain a valid commercial driver's license as a continued condition of employment.

The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from date of Employment. Proof of residence will be required at the time of hire. The City Charter requires that City Employees, with the EXECEPTION of “first responders”, must establish residence within Shelby County within six (6) months from their date of Employment. Proof of residence will be required at the time of hire. As defined by Tennessee House Bill 105, "first responder means paid, full-time law enforcement officers, firefighters, and emergency medical personnel and dispatchers of law enforcement, fire and emergency medical service departments."
