ESSENTIAL JOB FUNCTIONS:  Works under the general supervision of assigned supervisor and manages the city's composting, mulching, heavy equipment maintenance, and transfer station operations. Oversees equipment maintenance and transportation efficiency to ensure proper operation and effectiveness. Coordinates activities with solid waste collection departments. Keeps daily records of the volume of waste transported, processed, and disposed, including, garbage, recyclables, compostable, and other diverted materials. Hires personnel, assigns duties, develops training programs, evaluates performance, and takes disciplinary action as needed. Provides work direction and assignment of duties to staff in charge of transporting and processing all waste types. Monitors the traffic flow of garbage and dump trucks that deliver waste to the landfills and other designated facilities to ensure a safe and efficient operation. Explores market demands for diverted materials and coordinates with other departments such as, waste generators, processors, and end users in the supply chain. Reviews disposal, recycling, composting, diversion data for trends and makes recommendations to improve efficiency and effectiveness of operations. Travels to and attends various meetings throughout the City. Presents public education programs to educational institutions, and community organizations, commercial and manufacturing companies such as, FedEx, International Paper, and St. Jude. Oversees monitoring and maintenance activities for sites impacted by hazardous substances including reviewing reports and coordinating field activities with regulatory agencies and contractors.

  1. Perform other functions (essential or otherwise) which may be assigned. 

TYPICAL PHYSICAL DEMANDSRequires ability to communicate both verbally and in writing with management, staff members, and the general public. Requires the ability to operate general office equipment including telephone, computer, printer, and copier. Work will involve lifting (approx. 50 lbs.) and walking and standing for extended periods sometimes on uneven terrain. Must be able to operate an automobile. 

TYPICAL WORKING CONDITIONS:  Majority of work is performed outdoors and often in various locations in the City.  May be exposed to odors, dust and/or changing weather conditions. Requires frequent travel throughout the City. 

MINIMUM QUALIFICATIONS: Bachelor's degree in Engineering, Environmental Science, Agriculture, or related field and four (4) years experience in Solid Waste Management or Agriculture/Landscape with two (2) of the four (4) years in a responsible administrative managerial capacity; or any combination of training and experience which enables one to perform the essential job functions.  Must possess and maintain a valid driver’s license as a condition of continued employment. A general knowledge of operating heavy construction equipment preferred.  

The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from date of Employment. Proof of residence will be required at the time of hire. The City Charter requires that City Employees, with the EXECEPTION of “first responders”, must establish residence within Shelby County within six (6) months from their date of Employment. Proof of residence will be required at the time of hire. As defined by Tennessee House Bill 105, "first responder means paid, full-time law enforcement officers, firefighters, and emergency medical personnel and dispatchers of law enforcement, fire and emergency medical service departments."
