ESSENTIAL JOB FUNCTIONS: Works under the direction of the Director of Public Works. Provides administrative and technical direction for the Code Enforcement and Neighborhood Improvement services operations. Administers Operating and Capital Improvement budgets. Provides operational guidance utilizing knowledge of federal, state, and local laws and programs pertaining to blight remediation, code enforcement, and neighborhood services. Administers and oversees demolition, blight mitigation, and related department contracts. Evaluates reports and publications to ensure compliance with applicable ordinances and regulations that may impact current and future operations. Utilizes operational data and reports, such as staffing requirements, to provide recommendations to continually improve operational efficiency and effectiveness. Communicates goals and objectives, engages with community leaders and the general public to educate and provide outreach to eradicate blight, ensure safer neighborhoods, and enhance revitalization. Attends community and civic meetings and represents the interests and positions of the Division of Public Works. Evaluates work performance, disciplines staff members, and resolves employee conflicts including coordinating grievance procedures with the Labor Relations Office. Represents the Public Works Division in labor negotiations. Provides advice and support in division-wide projects to streamline and maximize use of existing capital, capital acquisition, and contracts for goods and services.

OTHER FUNCTIONS:

1. Performs additional functions (essential or otherwise) which may be assigned.

TYPICAL PHYSICAL DEMANDS: Must be able to communicate clearly both verbally and in writing. Requires the ability to operate general office equipment such as a personal computer and telephone.

TYPICAL WORKING CONDITIONS: Work is performed in an office. Requires travel to meetings across the City.

MINIMUM QUALIFICATIONS: Bachelor’s degree in Public or Business Administration or a related field and ten (10) years progressively more responsible administrative experience in a large organization including specific experience developing and administering contracts with third party vendors with eight (8) of the ten (10) years in a management capacity; or any combination of experience and training which enables one to perform the essential job functions. Specific knowledge and experience related to housing code enforcement and blight remediation and related laws preferred.

The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from date of Employment. Proof of residence will be required at the time of hire. The City Charter requires that City Employees, with the EXECEPTION of “first responders”, must establish residence within Shelby County within six (6) months from their date of Employment. Proof of residence will be required at the time of hire. As defined by Tennessee House Bill 105, "first responder means paid, full-time law enforcement officers, firefighters, and emergency medical personnel and dispatchers of law enforcement, fire and emergency medical service departments."
