Parks Contract Specialist
ESSENTIAL JOB FUNCTIONS
Works under the general supervision of the Parks Finance Manager to support the contract cycle for the Memphis Parks division. Corresponds with the Parks Contract Analyst to review, execute, and manage contracts for the division. Communicates with internal and external partners to gather relevant documentation for the contracting process, and update and maintain pertinent information in the contract files. Assists the Parks Finance Manager and Parks Contract Analyst in retrieving vendor documentation for contract execution. Drafts detailed request for proposals, invitations to bid, and other procurement documents. Monitors contract performance to ensure compliance with terms, budget, and timelines. Maintains detailed records of all contracts, agreements, and procurement activities. Aids internal staff to create necessary scopes of work and specifications for Requests for Bids, Requests for Proposals, and competitive bidding. Completes Bid and Contract (B&C) forms for the Memphis Parks division for preparation of contracts, change orders, amendments, extensions, encumbrances, and final payments. Serves as liaison between legal teams, contractors, and park management. Researches and implements solutions for questions, concerns, and issues regarding contracts for the division. Reviews contract terms and conditions to verify compliance of city policies and all applicable federal and state regulations.

TYPICAL PHYSICAL DEMANDS
Must be able to communicate clearly both verbally and in writing. Requires the ability to operate general office equipment such as a computer, telephone, copier, and calculator. Requires the ability to lift and carry objects such as boxes of paper weighing up to 15 lbs.
TYPICAL WORKING CONDITIONS
Majority of the work is performed in an office environment. Occasional travel to meetings across the City required.
MINIMUM QUALIFICATIONS
Bachelor’s degree in Accounting, Business Administration, Finance or a closely related field and three (3) years of professional experience in administrative budgeting or contract preparation; or any combination of experience and training which enables one to perform the essential job functions. Working experience in Microsoft Excel using formulas with analytical and data gathering skills. Working knowledge of Oracle System and Microsoft applications preferred.
The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from date of Employment. Proof of residence will be required at the time of hire.
