ESSENTIAL JOB FUNCTIONS: Works under the general direction of the Assistant Purchasing Agent. Processes and receives requisitions for purchases. Sorts and distributes requisitions to assigned Buyer and Contract Analysts; assists with the expediting of bids and contracts. Files bids and contracts; maintains records of cash flow operations from car sales. Gathers data for the preparation of documentation of all bid specifications. 
Creates and maintains schedule of bid openings. Posts and retrieves bids on the City of Memphis web page. Provides hard copies of bids, purchase orders and contracts for mailing. Assists in the preparation of legal notices. Consults with vendors to obtain necessary bid information. Performs advanced clerical duties according to departmental policies and procedures.
OTHER FUNCTIONS: 1. Performs additional functions (essential or otherwise) which may be assigned
TYPICAL PHYSICAL DEMANDS: Must be able to communicate effectively both orally and in writing with management, staff, vendors and the general public. Requires the ability to operate basic office equipment such as a personal computer, telephone, calculator, copy machine, fax machine, etc. Must be able to lift and carry purchasing files up to 15 pounds.
TYPICAL WORKING CONDITIONS: Work is performed in an office environment.  

MINIMUM QUALIFICATIONS: High school graduate and four (4) years of record keeping and purchasing experience; some college course work preferred; or any combination of experience and training which enables one to perform the essential job functions. Bachelor’s degree in related field preferred.
