ESSENTIAL JOB FUNCTIONS Works under the general direction of an assigned Manager or Administrator in Housing and Community Development to administer various residential development programs for single-family and multifamily projects under the Affordable Housing Department through the Affordable Homeownership and Rental Development Office. Assists with administering the Affordable Home Build Partnership Program, Affordable Rental Housing Partnership Program, Memphis Affordable Housing Trust Fund Programs, CIP Projects, and any additional projects assigned. Reviews policies and procedures for each program to ensure compliance. Assists with budget forecasts and processes pay requests/reimbursement for each program. Submits monthly reports regarding the status of projects and/or assignments. Assists with planning workshops with partnering organizations. Conducts meetings and plans presentations by driving to various locations across the CityResearch information as requested inclusive of federal, state and local funding guidelines. Research industry standards as requested to ensure compliance with federal, local and state guidelines as requested. Serves on the Internal Review Committee to review submitted applications under each program for feasibility along with conducting underwriting and scoring each application. Assists with the preparation and submittal of the contract and B&C for approved projects. Monitors project status and tracks progress. Requests project inspections through Development Services and attend random inspections, conduct site visits to projects during and after construction, and take pictures of projects in various phases. Ability to work with HUD’s Integrated Disbursement and Information System (IDIS) to set-up and close-out projects. Assists with annual HUD monitoring and any Audits conducted. Ability to work with various stakeholders such as Government Officials, Developers, Consultants, Lending Institutions, and various industry professionals regarding Real Estate, Housing and Community Development. Maintains professional working relationships with management, Affordable Housing team, partner agencies and the community. Assists with monitoring program expenditures, resolutions, and accounting forms required for the appropriation of funds.

TYPICAL PHYSICAL DEMANDS: Requires ability to communicate with management, staff, and the general public. Must be able to communicate orally and in writing. Requires ability to operate personal computer and automobile. Requires the ability to read, interpret and apply federal, state and local regulations. 

 

TYPICAL WORKING CONDITIONS: Majority of work is performed in an office environment. Requires travel to off-site visits inclusive of project site locations, partnering organization’s offices, and community group meetings will be required. 

MINIMUM QUALIFICATIONSBachelor’s degree in Business Administration, Public Administration, Real Estate, Marketing or related field and/or four (4) years of experience in residential development or housing program administration; or any combination of experience and training which enables one to perform the essential job functions. Must possess strong written and oral communication and computer skills. Requires a working knowledge of information gathering and analytical techniques. Must possess and maintain a valid driver's license as a condition of continued employment. 

The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from date of Employment. Proof of residence will be required at the time of hire.
