ESSENTIAL JOB FUNCTIONS: Works under the general supervision of the Director of Youth Services to forecast budgets for all youth services programs including contract worker, City of Memphis staff and participants payroll. Tracks and compares appropriation statements and transaction reports to budget spreadsheets for discrepancies. Manages and updates UKG for accurate bi-weekly processing to ensure employees payments are paid correctly in a timely matter. Creates materials and documents used for presentations, as needed by the Director of youth services and other leadership team members. Assembles and summarizes data to structure sophisticated reports on financial status and risk. Assists the support coordinator in tracking and maintain grants awarded to the Office of Youth Services. Provides creative alternatives and recommendations to reduce costs and improve financial performance. Complies data points to track and determine financial status by analyzing actual results in comparison with forecasts and the progress of year-round program participants. Reconciles credit sheets by comparing and correcting data before processing payroll. Audits files for program participants to ensure all information is accurate and complete. Drives process improvement and policy development initiatives that impact the function. Travels and attends various meetings, businesses and work sites across the city.

TYPICAL PHYSICAL DEMANDS: Must be able to communicate clearly both verbally and in writing. Requires the ability to operate general office equipment such as a computer, telephone, copier, and calculator. Requires the ability to operate an automobile.
TYPICAL WORKING CONDITIONS: Majority of the work is performed in an office environment. Requires some travel to various sites throughout the city. May be required to work evenings and weekends to attend conferences, youth forums, school events, and trainings. Occasional travel to meetings across the City required.
MINIMUM QUALIFICATIONS: Bachelor’s degree in Public or Business Administration, Accounting, Education, or Communications, or a closely related field and six (6) year’s professional experience in data analytics or financial analyzing with four (4) of the six (6) in a supervisory capacity; or any combination of
experience and training which enables one to perform the essential job functions. Working experience in a youth-related environment preferred. Must possess and maintain a valid driver’s license as a condition of continued employment. Working experience in Microsoft Excel formulas with analytical and data gathering skills. Working knowledge of Oracle System and Microsoft applications preferred.
The City Charter requires that City Employees, with the exception of "first responders", must establish residence within Shelby County within six (6) months from their date of employment. Proof of residence will be required at the time of hire. As defined by Tennessee Senate Bill No. 29, "first responder" means paid, full-time law enforcement officers, firefighters, and emergency medical personnel.
