ESSENTIAL JOB FUNCTIONS:  Works under the general direction of the Solid Waste Administrator and is responsible for the planning, implementation, and collection of all solid waste related fees.  Manages assigned personnel performing the following duties:  inspection and coding of residential and commercial accounts for billing purposes; review and payment of landfill disposal fees; accounting and collection of tenant pay, residential, and commercial fees; review and accounting of contract collections invoices; inspection and enforcement of city dumpster ordinance; monitoring and response to Oracle programs including 311 call system; Solid Waste Management customer service outreach and education;  monitoring the senior/disabled service fee discount program and cart leasing program; inspection and observation of the solid waste and recyclables collection system for cart damage proper handling; monitoring of container management issues involving private haulers; and processing and maintenance of solid waste hauler permits.  Hires and trains staff. Provides assignment of duties, performance reviews, and disciplinary action to subordinate staff when appropriate.  Maintains all assigned vehicles and related departmental equipment.  Reviews and monitors bid specifications and contracts related to carts, cart parts, disposal, etc.  Completes surveys and reports to the County, State, and other agencies regarding transfer station, disposal, and waste diversion activity.

OTHER FUNCTIONS:
1.  Performs additional functions as assigned (essential or otherwise).      

TYPICAL PHYSICAL DEMANDS:  Must be able to communicate clearly both verbally and in writing. Requires the ability to operate general office equipment such as personal computer and telephone.  Requires the ability to inspect and observe solid waste collection, processing, disposal and recycling activities.  May traverse uneven ground when visiting various sites.
 
TYPICAL WORKING CONDITIONS:  Majority of work is performed in an office setting. Occasionally travels to meetings/events across the City and out-of-town.
 
Bachelor's degree in Public Administration, Business Administration, or an environmental related field and five (5) years of accounting or finance-related experience, preferably in a solid waste or recycling environment with three (3) of the five (5) years in a managerial capacity; or any combination of training and experience which enables one to perform the essential job functions. Working experience using Microsoft Office such as Excel, Word, Power Point and Access as well as Oracle or similar tracking system strongly preferred.  Valid driver's license preferred

The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from date of Employment. Proof of residence will be required at the time of hire. The City Charter requires that City Employees, with the EXECEPTION of “first responders”, must establish residence within Shelby County within six (6) months from their date of Employment. Proof of residence will be required at the time of hire. As defined by Tennessee House Bill 105, "first responder means paid, full-time law enforcement officers, firefighters, and emergency medical personnel and dispatchers of law enforcement, fire and emergency medical service departments."
