ESSENTIAL JOB FUNCTIONS:  Works under the direction of an assigned manager in Housing and Community Development (HCD) to review and process approved loan applications and/or contracts for various programs. Interprets government regulations and ensures applications comply with funding agency guidelines. Calculates loan repayment with interest, escrow, and recommended loan approval. Determines loan amount and computes interest and payments as required. Classifies collectible and uncollectible loans through federal, state, and local sources. Makes recommendations to management regarding uncollectible loans. Assists loan applicants during various stages of the process and through the one-year warranty period. Contacts all applicants to set up repayment plans if necessary. Reviews and monitors payments and expenditures for loan purposes. Reviews and analyzes accounts to determine if sufficient funds are available to pay premiums and taxes if applicable. Collects funds for various types of payment accounts. Prepares monthly collection and banking reports. Executes all day-to-day loan servicing and collection activities related to assigned portfolios, to include scanning and attaching documents, loan research, and delinquency monitoring and collection. Processes all requests for hardships for the Loan Committee. Gathers and reviews all documents, evaluation of assets, cash flow, and identification of the ability to pay. Creates monthly reports that measure the overall performance of assigned portfolios. Recommends and assists in implementing guidelines, and the evaluation of system processes to ensure quality of service is at its optimal level. Supports the Department Administrator and Manager in departmental functions including portfolio projections, system upgrades, customer relations and budgeting. Exercises independent judgement regarding all Portfolio Management related matters. Works to resolve issues with more complex servicing problems associated with older portfolio loans with difficult legal and financial structure. Determines the appropriate solutions and make recommendations to management. Assists in training other team members on Loan Portfolio solutions.
 
OTHER FUNCTIONS:
1.       Performs additional functions (essential or otherwise) which may be assigned.
 
TYPICAL PHYSICAL DEMANDS:  Primarily desk work. Requires the ability to operate general office equipment such as a personal computer.  Must be able to communicate both verbally and in writing.  Requires the ability to read, interpret and apply federal, state and local regulations. 
  
TYPICAL WORKING CONDITIONS: Work is performed in an office environment.  Work involves contact with staff and the public.
Bachelor’s degree in business or public administration, or related field and four (4) years’ experience in mortgage or banking processing loans; or any combination of experience or training which enables one to perform the essential job functions. Working experience with Microsoft Office products preferred.
 The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from date of Employment. Proof of residence will be required at the time of hire. The City Charter requires that City Employees, with the EXECEPTION of “first responders”, must establish residence within Shelby County within six (6) months from their date of Employment. Proof of residence will be required at the time of hire. As defined by Tennessee House Bill 105, "first responder means paid, full-time law enforcement officers, firefighters, and emergency medical personnel and dispatchers of law enforcement, fire and emergency medical service departments."
