ESSENTIAL JOB FUNCTIONS: Works under the direction of Public Service Corps Operation Manager (PSC) in the operations and a specific group of worker’s and staff members. Assists with evaluating projects to determine requirements and assigns workers as needed. Provides work direction, assignment of duties, training, and evaluation of work performance of assigned staff. Coordinates and participates in strategic planning, for policy development, data collections, and reporting activities for operations. Verifies that work is performed per guidelines. Ensures that work processes comply with all applicable safety rules and regulations. Determines the type of equipment and material needed for projects/jobs. Maintains records of work orders and account receivables for billing purposes. Schedules preventive maintenance and services for equipment. Creates and prepares various reports for management review. Assists in maintaining the budget, check request, accounting, and federal reporting systems in compliance with established administrative policies, regulations, and acceptable accounting practices. Ensures that government regulations are adhered to in applicable work situations such as disposing of hazardous material. Ensures that work comply with all applicable safety rules and regulations. Attends various meetings and work sites by driving across the City for visual inspections of sites. Assists and maintains the Emergency Preparedness Plan for disaster situations which includes updating the plan and procedures and training personnel. Acts as a liaison between City divisions and outside Shelby County, State, and Federal agencies for City functions.

OTHER FUNCTIONS:

1. Performs additional functions (essential or otherwise) which may be assigned.

TYPICAL PHYSICAL DEMANDS: Must be able to communicate verbally and in writing with management and staff. Requires work at construction sites involving stooping, bending, reaching above head, traversing uneven ground, and climbing ladders to inspect work sites. Requires the ability to visually review plans and drawings and the ability to operate automobiles and general office equipment such as personal computer, telephone, calculator, and copier.

TYPICAL WORKING CONDITIONS: Frequently travel to meetings and work sites across the City for visual inspection of sites including exposure to potential construction safety hazards, dust, fumes, odors, noise, heat, and all types of weather conditions.

MINIMUM QUALIFICATIONS: Bachelor's degree in Finance, Public or Business Administration, Information Systems or related field and four (4) years professional experience to include operation management with at least two (2) of the four (4) years in a managerial or supervisory capacity; or any combination of experience and training which enables one to perform the essential job.

The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from date of Employment. Proof of residence will be required at the time of hire.
